Because of his broad and extensive experience securing land use approvals and entitlements for a wide variety of development projects, Chuck can bring value to a client for hard-to-site land uses and projects, such as those with substantial opposition, including large subdivisions, hospitals, broadcast and cell towers, and big-box retail stores.

Land use and zoning appeals and litigation

While he prides himself on finding creative solutions to resolve clients’ land use and zoning disputes, sometimes litigation becomes necessary, and on this score, Chuck has more than 30 years’ experience successfully representing clients before state and local administrative agencies and hearing examiners, the State Growth Management Hearings Board, the Shorelines Hearings Board, the Pollution Control Hearings Board, and in state and federal courts.


For more than 20 years, Chuck has successfully represented wireless carriers in siting and permitting cell towers and other wireless communication and broadcast facilities throughout Washington and Oregon, serving as lead counsel in administrative hearings and superior court appeals.
